Current changes to rteval have broken the runner framework. We need to add the following fixes:

• Introduce the new rteval command mappings for timerlat
• Refactor the trace collection framework in anticipation of perf changes
• Implement rteval timerlat trace collection
• Refactor config parsing to be truly agnostic.

Additionally, since these changes affect the trace collection framework, expand that for good measure
