User wants to add a DNS A record (would also affect AAAA) to a host, without creating a reverse record (PTR), and the IP address is in a range where the reverse zone is not part of the IPA DNS:

The task fails with 1.in-addr.arpa.: DNS zone not found.

It is expected that the task would not fail as the reverse record is not to be created.
