Currently, when a RHEL (or CS etc.) user installs another desktop from EPEL, it brings in Fedora's backgrounds and ends up using them by default, and for KDE Plasma which has its own file hierarchy for what it calls wallpapers, the RHEL (or CS etc.) backgrounds are not available at all.
A patch will be attached for rhel-10-main dist-git. (Not sure how else to provide patches for a RHEL-specific package.) Similar changes are already in Fedora rawhide and ELN, and ready for CentOS Stream. This system will allow desktops in EPEL to use RHEL's default and alternative backgrounds when installed on top of RHEL, or CentOS's backgrounds when installed on top of Stream etc., out of the box.
