      Description

As a builder of OpenShift I want to provide a single set of client binaries to our customer base that work on both el9 and el10 in FIPS mode. So that OpenShift minimizes build time and payload size, for instance today we have to build for el8 and el9 due to OpenSSL major version change, that should not be a problem across el9 and el10. This would allow us to reduce payload size by approximately 5% since client/installer binaries account for significant portion of the payload.

What SSTs and Layered Product teams should review this?
