- gnome-online-accounts spams the syslog with errors when it is not connected to an account

- Do not configure an account for gnome-online-accounts
Expected results
- No log spam

- Error log spam
Additional notes
- There seems to be inconsistent behavior when attempting to disable gnome-online-accounts entirely using
# systemctl --global mask org.gnome.SettingsDaemon.Subscription.service
- Masking this works temporarily, but does not seem to consistently survive a reboot. On the customer system, with the mask present, GOA restarts after a reboot regardless of the mask and confirmation that the unit mask is in place
- There was a prior bug filed for this that was closed WONTFIX against RHEL 7 (https://bugzilla.redhat.com/show_bug.cgi?id=1722210) as noted in kbase solution https://access.redhat.com/solutions/4774381
