The output from the command
multipathd show busy
includes of field displaying whether multipathd is busy servicing uevents. This field doesn't track if multipathd has received uevents that it hasn't added to the list for dispatching yet. It should report that it is busy whenever it knows of a uevent that it hasn't handled yet.
This Issue is the RHEL-10 version of the multipath fixes for RHEL-135904
