python-dns (dnspython) is some releases ahead of what is available in RHEL 9, and upstream only fixes security issues for few releases. By rebasing to the latest supported version in RHEL 9 (due to platform-python being 3.9.x) we reduce the risk of not having security fixes available, reducing the maintenance costs.
