      Fails to change vcpus of guest and guest get shut off. 

      Please provide the package NVR for which the bug is seen:

       

      # rpm -q libvirt qemu-kvm
      libvirt-11.10.0-1.el10.x86_64
      qemu-kvm-10.1.0-8.el10.x86_64
      

      How reproducible is this bug?:100%

      Steps to reproduce

      1. Start the guest with below xml:
      <vcpu placement="static" current="2">4</vcpu>

      2. After the guest os boot up, change the guest vcpus

      # virsh setvcpus vm1 4 --live 
      
      # virsh setvcpus vm1 2 --live 

      3. Then change the guest vcpus again, found the virsh cmd get error as below:

      # virsh setvcpus vm1 3 --live 
      error: Unable to read from monitor: Connection reset by peer

      4. The guest is shut off:

      # virsh list --all
       Id   Name   State
      -----------------------
       -    vm1    shut off

       

      Expected results

      vcpus could be changed for guest successfully.

      Actual results

      Failed to change guest vcpus
