What were you trying to do that didn't work?
When I change the system-wide locale using Settings → Region & Language, the expected system locale (e.g., LANG= value in /etc/locale.conf) is not updated with only one user on the system.
What is the impact of this issue to you?
The system-wide locale remains unchanged, and the desktop interface still appears in the old locale despite selecting a new one.

Steps to reproduce
- Install Rhel-9.8
- Open Settings, navigate to Region & Language.
- Under Language, select a new locale (e.g., change from English (en_US) to Japanese(ja_JP)
- Log out and log back in, or reboot.
- Run the following commands in the terminal:

$ localectl status $ cat /etc/locale.conf
**
Expected results
Changing the locale in Settings → Region & Language should update /etc/locale.conf and running localectl status should show the new locale and system locale should be updated , when only one user is present on the system.
Actual results
Locale change is not applied system-wide and the UI stays in the old locale.
