What were you trying to do that didn't work?

When having 25+ snapshots the VM will fail to start unless you revert to the 24 or older snapshot, you also cant delete snapshots unless  you are reverted to the 24 or older snapshot.

What is the impact of this issue to you?

Potential data loss, VM downtime. As the customer has to revert to a much older snapshot to be able to start the VM.

How reproducible is this bug?:

Steps to reproduce

1. Via cockpit machines, navigate to the VM and create more than 25 snapshots.
2. Alternatively create 25 + snapshots with the virsh:

   1. virsh snapshot-create-as <vm_name> <snapshot> --disk-only

Expected results

VM should start despite having 25+ snapshots

Actual results

VM does not start, snapshots cant be removed without alternative methods.

NOTE: Reviewing upstream libvirt, as well as, RHEL documentation does not place a limit on external snapshots. I was unable to find tested/supported maximums. If this is a limitation please let me know and I will file a doc bug.
