Installing vsftpd in image mode from container file.

What is the impact of this issue to you?

Broken vsftpd.

How reproducible is this bug?:

testing-farm reserve --compose RHEL-9.8.0-image-mode --arch x86_64
vi Containerfile:
FROM images.paas.redhat.com/testingfarm/rhel-bootc:9.8
RUN dnf -y install vsftpd && dnf -y clean all

podman build -t localhost/test .
bootc switch --transport containers-storage localhost/test
reboot
ssh root@10.31.14.71
rpm -V vsftpd
...
missing     /var/ftp/pub

Expected results

No error.
