When trying to update libldb after GA of RHEL9.7 libldb install samba packages as dependancy

What is the impact of this issue to you?

Unexpected packages are installed.
Some customer have requirements that no samba packages are installed. This breaks that.

Please provide the package NVR for which the bug is seen:

libldb-4.22.4-6.el9_7

How reproducible is this bug?:

Update a RHEL9.6 system to RHEL9.7
