Goal

Add support for live migrating scsi-disk devices when the drive is a SCSI host block device.
SCSI Persistent Reservation migration must be transparent to the guest.

Acceptance criteria

Windows Server Failover Clustering works. (Need to decide how to test this during live migration.)
Linux guests using the sg_persist(8) and blkpr(8) commands to acquire a reservation behave as expected across live migration. (Need a test suite.)
