Please add the perl-DBD-MySQL package as a new component to the mysql:8.4 module.
Since RHEL 9.7, perl-DBD-MySQL is built against mysql-devel instead of mariadb-connector-c. This change prevents the current non-modular perl-DBD-MySQL from being installed or updated when the mysql:8.4 module is enabled (see ticket RHEL-129948).

Adding perl-DBD-MySQL to the module and building it with the correct libraries will resolve the issue.
