After setting up the cpu-isolation profile to isolate one of the CPUs on a 2-core system, after a reboot, the system didn't get up

The profile is unusable

Steps to reproduce

1. dnf install -y tuned tuned-utils tuned-profiles-cpu-partitioning
2. echo isolated_cores=1 > /etc/tuned/cpu-partitioning-variables.conf
3. tuned-adm profile cpu-partitioning
4. shutdown -r now

Expected results

System up, cores isolated as specified in the configuration file

System stuck up in a loop trying to mount root file system:
