The podman-etcd resource agent fails to prevent an etcd member in a learner state from starting prematurely, specifically before the leader member has created the new cluster it wants to join to.

This race condition is caused by a stale learner_node attribute that is not being cleared on necessary state changes (such as during resource stop or restart when no active resources exist). The persistent, incorrect attribute state prevents the learner from correctly waiting for cluster peer availability.
