The ce-ip-address-entry widget does address validation. However, the conclusion of that is conveyed only by the css class of the entry, and the associated color change. That is not useful for screen reader users, and even for sighted users, it might not be obvious why the color change occurred. Adding a textual label would definitely clarify the validity situation. This design is presumably quite old, definitely it occurs on Fedora 36 and older, but is used in the current release as well.
This is the downstream issue for https://gitlab.gnome.org/GNOME/gnome-control-center/-/issues/3428
