During a password change using the users panel, the old password is validated for the current user. However, the state of this validation is presented only by a css class (which does some color things), and no other indication is provided. That is no help for visually impaired users, but even for sighted ones it might not be helpful, as they have to guess what the color change means. At least a textual label would be needed in this case, and of course, a design which would allow a screen reader to figure out that the label is somehow important. This pattern is in place for several versions, at least from the F36 or so days, and survives to this release.
