What were you trying to do that didn't work?

Updating the rpm-sequoia package to 1.9.0.3-1.el10_1.x86_64.

What is the impact of this issue to you?

This breaks rpm and dnf/yum commands.

Please provide the package NVR for which the bug is seen:

      rpm-sequoia-1.9.0.3-1.el10_1.x86_64

      How reproducible is this bug?:

100% when updating just this package. Interestingly, I have seen the issue not occur when the package is updated along many others during a regular dnf update.

UPDATE: If I include the openssl-libs package in my update, the issue does not occur.

      Steps to reproduce

Updating to the specified package version:

      # dnf update rpm-sequoia-1.9.0.3-1.el10_1.x86_64

      Expected results

      # rpm -qa | grep rpm-sequoia
      rpm-sequoia-1.9.0.3-1.el10_1.x86_64

      Actual results

      # rpm -qa | grep rpm-sequoia
rpm: symbol lookup error: /lib64/librpm_sequoia.so.1: undefined symbol: EVP_PKEY_verify_message_init, version OPENSSL_3.4.0
