Env : RHEL 10.2

Issue :

• when set selinux enforcing  and install virtcov libvirt pkg,  get error virsh start -> default network not active  https://libvirt-rhos-jenkins-product.hosted.upshift.rdu2.redhat.com/job/libvirt-RHEL-10.2-runtest-x86_64-function-svirt/17/console
