Vm Migration  from RHEL 10.2 to RHEL 10.1 with virt-rhel10.0.0 machine type fails on Grace

Target:

Steps to reproduce

1. Set up migration environment
2.  VM is using virt-rhel10.0.0 machine type 
3. Run simple migration command
   1.  Running '/bin/virsh -c 'qemu:///system' migrate --live --verbose --domain avocado-vt-vm1 --desturi qemu+ssh:/xxx/system'

Expected results

Migration should succeed

Actual results
