Goal

• insights-core-3.6.10.1-1
  Per RHINENG-21940, the new rule for CVE-2025-11561 requires a new spec being collected in RHINENG-22037
  An off-cycle version up and release of insights-core is required.
  Per the workflow, only PRs required by RHINENG-21940 should be involved in this new version based on the previous released version insights-core-3.6.9
  Schedule should be updated as well
