Building groff in Konflux fails.

What is the impact of this issue to you?

Prevents onboarding groff to Konflux builds.

How reproducible is this bug?:

Attempt to build package groff with Konflux.

This package has a git submodule here https://gitlab.com/redhat/centos-stream/rpms/groff/-/tree/c10s/tests?ref_type=heads (the "tests" one), but there's no .gitmodules file in the main repository. In order for package groff to build in Konflux this issue needs to be addressed  either by properly defining the submodule, or removing it.
