      1. From system image's perspective, like RHEL guest image, man and mandb should be built into bootc image.
      2. From container images' perspective, like ubi9/ubi, man and mandb do not make sense to be included.

      bootc image is not just a container image but a system image, so including man and mandb into bootc image makes more sense.
