Rebase libyang to version 2.1.148 in RHEL9

      We need a minor version bump for libyang. Currently there is a plan to try to ship latest FRR as a versioned package - FRR10 - in RHEL9. Even though FRR10 does not need the latest libyang with all the ABI breaking changes, a small bump in version is needed anyway.

      Good news is that FRR-8.5.3 which we ship in RHEL9 can work perfectly fine with libyang-2.1.148 so the only thing we need is a version bump for FRR once the new libyang lands in the repository.

      We already have an erratum for libyang in RHEL9 so we'd have to do a re-spin - https://errata.devel.redhat.com/advisory/155002.
