Start cups service when the print system has thousand of printers to manage

What is the impact of this issue to you?

too much time loading cups in production servers (more than 30 mins)

How reproducible is this bug?:

totally reproducible. I did in a local VM machine.

Steps to reproduce

1. coping thousand of printers using this KCS:

How to copy printers to another RHEL system https://access.redhat.com/solutions/1154313
the printers (about 4000) points to /dev/nul URI.

1. Reload cups using systemctl restart cupsd or reboot the server to load from boot (if configured)
2. Cups takes  about 25 ~ 30 mins to load. No DNS is used.

Expected results

normally cups should take some seconds to load.

Actual results

cups taking about 30 mins to start
