Start cups service when the print system has thousand of printers to manage

too much time loading cups in production servers (more than 30 mins)

How reproducible is this bug?:
totally reproducible. I did in a local VM machine.
Steps to reproduce
- coping thousand of printers using this KCS:
How to copy printers to another RHEL system https://access.redhat.com/solutions/1154313
the printers (about 4000) points to /dev/nul URI.
- Reload cups using systemctl restart cupsd or reboot the server to load from boot (if configured)
- Cups takesĀ about 25 ~ 30 mins to load. No DNS is used.
Expected results
normally cups should take some seconds to load.
Actual results
cups taking about 30 mins to start
