The sadf command in sysstat skips midnight entry.

The impact of this issue is the consistent loss of one minute of performance data per day.

Steps to reproduce

1. Fresh install RHEL9 with latest sysstat
2. Configure the system to collect data every 1 minute using sysstat-collect. 
3. Let the system run for more than 24 hours

Expected results

The midnight record should be there.

Actual results

The midnight record is missing.
