Set monitor_retries_sleep for a db2 resource.

What is the impact of this issue to you?

monitor_retries_sleep value is ignored.

Please provide the package NVR for which the bug is seen:

Issue already fixed in 9.4z-9.7z.

How reproducible is this bug?:

Steps to reproduce

1. pcs resource update <rsc> monitor_retries_sleep=2

Expected results

Running `pcs resource debug-monitor --full <rsc>` shows the agent using the set value.

Actual results

The resource keeps using the default value.
