This tasks got interrupted in order to get the new package process kickstarted for the runner framework.

We currently have configuration be generation based on the sequence generation per application in runner framework, and applying that onto 3 backends (container, pod, baremetal).

We began implementing numa placement. In order to finish this part of the ticket:

• Should build a numa map structure in same
• splice this into a basic isol cpuset based on per numa logic
• Pass this into our yaml config
