SSCG has added support for generating ML-DSA tickets in version 4.0. We should update to this version in RHEL to protect our customers against quantum cryptography attacks.

Adding support for these tickets required a significant reworking of the internal SSCG functionality to make things more expandable in the future, so it would be preferable to rebase to 4.0 rather than attempt to backport it to 3.0.
