      Version-Release number of selected component (if applicable):
      RHEL Compose: rhel-8-8-0-20230228
      Vit-who Package: virt-who-1.30.14-1.el8.noarch

      How reproducible:
      100%

      Steps to Reproduce:
      1. Create the virt-who config file and run the virt-who service
      2. Virt-who works fine and send the mapping info successfully
      3. Add the unreachable proxy option in /etc/sysocnfig/virt-who
      http_proxy=http://10.73.3.24:9999

      4. Re-run the virt-who service and check the log

      Actual results:
      Virt-who still works fine and can send the mapping successfully.

      Expected results:
      Failed to fun the virt-who service due to the unreachable proxy
