Tried to run devlink dev flash with non-existing device

What is the impact of this issue to you?

Bad user experience... Silent output does not indicate any problem.

Please provide the package NVR for which the bug is seen:

iproute-6.14.0-2.el10 but any version is affected

Steps to reproduce

1. devlink dev flash foo/bar file firmware.bin

Expected results

$ devlink/devlink dev flash foo/bar file test
devlink answers: Operation not permitted

# devlink/devlink dev flash foo/bar file test
devlink answers: No such device 

Actual results

$ devlink/devlink dev flash foo/bar file test
# devlink/devlink dev flash foo/bar file test
