The libabigail component needs to be rebased in the coming RHEL 10.2 release to the upstream tarball http://mirrors.kernel.org/sourceware/libabigail/libabigail-2.9.tar.xz.

The release was announced at https://inbox.sourceware.org/libabigail/874ir0ld39.fsf@redhat.com/.

The Fedora rawhide dist-git repository has the spec file https://src.fedoraproject.org/rpms/libabigail/blob/rawhide/f/libabigail.spec that should be used to create the libabigail 2.9 rebase for RHEL 10.2 in the CentOS-Stream git repository at https://gitlab.com/redhat/centos-stream/rpms/libabigail/-/tree/c1Os?ref_type=heads. There are no additional patch to apply to the package. Just copying the spec file above from the Fedora dist-git to the CentOS-Stream git repository and using the upstream source tarball above should be enough.
