https://github.com/dracut-ng/dracut-ng/pull/1390 was just merged into dracut upstream, and it allows systemd-repart installed via dracut to format partitions created before switch-root. Currently systemd-repart wasn't able to format the partition since mkfs.* was missing in initramfs.

This is vital for the "CVM-next" confidential virtual machines project aiming to create an encrypted partition on boot without relying on the host.
