Similarly to RHEL-117127, the latest rhel-10.1 build delve-1.24.1-2.el10 will not be available for yum upgrade on a rhel-10.0 system where the latest rhel-10.0.z build delve-1.24.1-2.el10_0 is already installed.
Due to the el10_0 z-stream build suffix, the rhel-10.1 build would appear as an option for downgrade:
