      Looking at 002-rhel-shortnames-overrides.conf, it has the following content in rhel-9.7.0 and rhel-9-main branches:

        "ubi8/podman" = "registry.access.redhat.com/ubi8/podman"

      I think we should update the 'podman', 'buildah', and 'skopeo' aliases to point at the ubi9 images. Based on https://pkgs.devel.redhat.com/cgit/rpms/containers-common/commit/?h=rhel-9-main&id=327084c75c291d7da4c153c85e8f5b989de57974 it looks like we meant to do this with RHEL 9 GA, but from some reason it was rolled back to ubi8. I suggest we also add in the ubi9 namespace image aliases.
