For any interaction with NVMe over Fabrics devices Anaconda needs to make sure that /etc/nvme/hostnqn and /etc/nvme/hostid files exist. This is a pre-requisite for any GUI or kickstart interaction.

If the dracut nvmf module made any connection attempts, Anaconda has to respect the HostNQN and HostID values used there, for consistency reasons. See INSTALLER-3672. These values should be locked and user should not have a chance to change them.

In case no files are to be transferred, Anaconda needs to create new files for the installer environment. Blivet offers an API for this - see RHELPLAN-118253 and RHEL-1254. These values are free to be overriden from GUI or kickstart side.
