Resolution couldn't be adjusted, no matter used the specific program automatically or manually.

How reproducible is this bug?:
Steps to reproduce
- Prepare Win11_VM on arm host.
- Installed the GPU driver that was downloaded from Microsoft Partner Center
- located the viogpudo directory and execute command 'vgpusrv.exe -i', dragged the windows of VNC
- manually change the resolution via 'display setting'.
Expected results
resolution could be changed successfully.
Actual results
there is only 800x600. couldn't change resolution manually or automatically.
