I think, at least for the virtio-serial, it is definitely an error. We can have multiple channels, each with two queues, but MessageNumberLimit is 2 in the INF: https://github.com/virtio-win/kvm-guest-drivers-windows/blob/5c54cacb2ed054f9737fdadb84b3e4cd235a9928/vioserial/sys/vioser.inx#L64
