KVM does not boot from CDROM when VHD is present

      What were you trying to do that didn't work?

      Want to boot one VM from cdrom. the VM already has windows installed.

      What is the impact of this issue to you?

      I can not create an image of the storage device (with clonezilla)

      Please provide the package NVR for which the bug is seen:

      I don't know what NVR means.

      Steps to reproduce

      1. install Windows on VM (bios)
      2. attach cdrom to boot (clonezilla)
      3. set boot devices in VM config (cockpit UI)

      Expected results

      VM boots from CDROM

      Actual results

      VM boots from HD
