shim 8_10 release needs to be bumped to match 8_9 to fix broken update path

      Issue:

      RHEL 8_9 was bumped twice for a build issue. RHEL 8_10 was not resulting in the 8_9 having a higher version.

      Resolution:

      bump the release of shim-x64 and shim-ia32 to match 15.8-4 to allow an update from RHEL 8.9 > 8.10

      Root Cause:

      From the change log we see 8.9 was bumped twice for a build system issue, while 8.10 was not.
