Backport the missing IPA test fixes to rhel-10.0.z:

• fix for test_integration/test_acme.py::TestACME::test_certbot_dns

The test is using the command 'certbot --manual-public-ip-logging-ok' but this option was removed

The test is storing a start date obtained on the runner instead of the client
