Create automation within glibc.spec that auto-generates the following areas which are regular sources of conflict between otherwise independent MRs:

• The patch list (PatchNNN: lines)
• The release number update. Unlike rpmautospec, there should be natural support for z-stream.
• The %changelog entries.

It is okay to require a specifically formatted commit message.

The glibc maintainer scripts need to be updated to deal with the now-missing patch list (although glibc-patches-to-git should work unchanged).
