Description of problem：
v2v conversion fails after updating selinux-policy to 42.1.7-1

How reproducible:
100%

Steps:
1.  Convert a guest from  VMware by v2v

1. virt-v2v -ic vpx://non-admin%40vsphere.local@10.73.212.129/data/10.73.212.36/?no_verify=1  -it vddk -io vddk-libdir=/home/vddk9.0.0  -io vddk-thumbprint=0D:86:09:22:3A:D5:2D:2E:54:E6:08:EC:C5:F0:25:7F:44:C2:87:E7 -ip /home/passwd esx8.0-ubuntu18.04-without-boot-partition

   virt-v2v: error: libguestfs error: could not create appliance through 
   libvirt. Original error from libvirt: unable create new SELinux label based 
   on label 'system_u:system_r:svirt_t:s0:c269,c954' and file 
   '/usr/bin/passt': Invalid argument [code=38 int1=22]
