RFE: Provide an option to skip LEAPP in-place upgrade inhibitors

      As a system administrator, I would like to have an option to skip a particular inhibitor that may not apply to my environment / workflow, so I do not have to go for a "deleting the actor / modifying the code" workaround.

      Together with the introduction of the Breadcrumbs , this should allow us to have a better control and more transparent view on how customers treat inhibitors.

      This could also help people testing in-place upgrades when they are interested mainly in the post upgrade phase.

      AC:

      • introduce a way to configure the upgrade to be able to override particular actor inhibitors (e.g. based on message key ID)
        • the pre-upgrade report clearly states that a particalur inhibitor has been overriden
          • this will have an impact on leapp integrations, such as Cockpit, Satellite, Insights
        • an upgrade is not stopped on an overriden inhibitor
      • The application of the inhibitor skipping will require to specify LEAPP_UNSUPPORTED=1 to acknowledge that doing so users are using support related to in-place upgrades.
