glibc: Backport all relevant changes on the RHEL 9 branch into the RHEL 10 branch

      Significant amounts of fixes and enhancements went into RHEL 9.6 and RHEL 9.7 glibc, without immediately being applied to RHEL 10. This means that we currently have currently missing parity between RHEL 9 and RHEL 10 in a few areas (bug fixes, test coverage enhancements, new programming interfaces, documentation updates). We need to close this gap, so that by RHEL 10.2 GA at the latest, RHEL 10 glibc has reached parity with RHEL 9.
