      What were you trying to do that didn't work?

      The folder `/etc/systemd/network` does not exist by default. This folder is not only been used by `systemd-networkd`, but also useful for setting network interface naming for systemd-udev.

      What is the impact of this issue to you?

      We are evaluating mounting this folder to OpenShift operator for controlling the network interface naming (e.g. add alt-name to a interface). Have this folder always exist in RHEL CoreOS, so this OpenShift could mount it to operator container.

      1. rpm -qf /etc/systemd/network

      Expected results

      The /etc/systemd/network folder is created and owned by systemd.

      Actual results

      file /etc/systemd/network is not owned by any package
