In Windows server 2025, virtio-win-gt-x64 installer does not install virtio drivers, just create an empty "Network" directory in Program Files\ Virtio-Win. (Actually there is a licence.txt in the Network directory, but no driver or other files)

This document is OCPV, but I believe it's not OCPV specific issue.

We can install drivers manually from "Device Manager" following the doc step.

This issue is reproducible 100%

How to reproduce;

1. Install Windows server 2025 on OCPV4.18 (I believe we can reproduce on plain KVM)
2. Attach virtio-win CDROM
3. Run the installer
4. Reboot. (No drivers exists)

We expect the installer installs drivers, and we don't need to install them manually from Device Manager.
