Goal

As an EPEL packager of KDE Plasma, I want wayland upgraded to at least v1.24.0, so that building KDE Plasma will continue to work. This is particularly because this release introduces key repeat support for wl_keyboard and introduces wl_fixes. These are expected to be required for the next KDE Plasma release.

This is also expected to be required for CentOS Stream Hyperscale GNOME to upgrade to GNOME 49.

Acceptance criteria

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.
