Bootc requires SELinux policies not presented in Anaconda runtime

      When Anaconda calls `bootc install to-filesystem` the error is presented:
      `Loading SELinux policy: SELinux enabled, but no policy found in root`
      This is caused by `bootc` evaluating host policy which should not happen at this stage.

      This issue has been already addressed by the upstream issue:
      https://github.com/bootc-dev/bootc/issues/1438
